Our response to Westminster City Council’s Selective Licensing consultation

11 Feb 2025

Westminster Property Association (WPA) has responded to Westminster City Council’s Selective Licensing consultation.

WPA supports the City Council’s desire to ensure all residents have access to high-quality, well-maintained homes, but asks that it considers the additional resource costs and the regulatory and administrative burden to landlords, when a similar national scheme is expected to be introduced by the Government.

In the response, Charles Begley, WPA Chief Executive, writes:

“WPA recognises the importance of the Private Rented Sector (PRS) to Westminster’s housing landscape… However, with other licensing schemes (i.e HMO) having a limited effect in Westminster and a national registration scheme for landlords expected under the Renters’ Rights Bill… we would strongly encourage the City Council to consider any duplication with this incoming national policy and delay implementation until its impact can be fully understood.”
